Adding Shortcuts to Windows 11 Start 

you will need admin permissions

1. Open the Start menu and type in the search bar: 'Settings', if settings doesn't appear here, navigate to the All apps page.

2. In the Settings, select Personalisation from the left side, scroll down the page and open Start (Recent apps and items, folders).

3. In the Personalization settings there should be a setting called Folders, open that and select the shortcuts you want added next to the power button.
